Latar Belakang PDK Selayang

SEJARAH PENUBUHAN:

PDK Selayang (Pusat Pemulihan Dalam Komuniti Selayang) telah ditubuhkan pada 1hb Sept 1991, oleh sekumpulan ibubapa kepada kanak-kanak kurang upaya (pada masa tersebut dipanggil sebagai kanak-kanak istimewa) yang mana anak-anak mereka telah dinafikan hak untuk menerima pembelajaran wajib dari aliran perdana sekolah.

Pada 29 Oktober 2017, Pertubuhan Pemulihan Dalam Komuniti Selayang (Pertubuhan PDK Selayang) telah didaftarkan sebagai sebuah Badan Bukan Kerajaan (Non-Gorvermental Asoociation-NGO) dengan Pendaftar Pertubuhan Malaysia Cawangan Selangor.

Bermula dengan 15 orang kanak-kanak kurang upaya kelas diadakan sekali seminggu pada setiap hari Sabtu dari jam 8:30 pagi hingga 1:00 tengahari, dengan dilatih oleh seorang Petugas PDK (panggilan Cikgu PDK pada masa tersebut) iaitu Puan Noraini Othman.

Hari ini PDK Selayang telah berkembang pesat dengan jumlah pelatih OKU PDK seramai 84 orang melalui beberapa program iaitu Kelas Harian EIP, Kelas Harian LPV, Kelas Harian Pemulihan Perubatan (Pemulihan Anggota, Pemulihan Pertuturan dan Pemulihan Carakerja), Lawatan ke Rumah dan Program Rumah Kelompok (lelaki).

Kumpulan Sasar Utama:
OKU (Orang Kurang Upaya)

Kumpulan Sasar Tambahan:
Anak-Anak Yatim, Kanak-Kanak Kurang Bernasib Baik, Ibu Tunggal/Ibu Tinggal, Warga Emas dan Keluarga Miskin (dari lingkungan kumpulan sasar utama)

Kelas Harian EIP:
5 hari/minggu; Isnin-Jumaat; 8:30am-12:30pm.

Kelas Harian LPV (Latihan Pemulihan Vokasional):
5 hari/minggu; Isnin-Jumaat; 9:00am- 4:00pm.

Kelas harian Pemulihan Perubatan pula dijalankan seperti berikut:

Pemulihan Anggota:
3 hari/minggu; Isnin, Rabu danJumaat; 8:30-11:30am; untuk OKU dari keluarga miskin dan berpendapatan rendah.

Sabtu & Ahad pula dikhaskan kepada OKU yang keluarganya mampu bayar penuh kos pakar (OKU dari keluarga kaya).

Pemulihan Pertuturan:
2 hari/minggu, Rabu dan Jumaat 8:30am- 12:00pm; untuk OKU dari keluarga berpendapan rendah dan miskin dan hari 2 hari dalam seminggu dikhaskan untuk OKU dari keluarga kaya yang mampu membayar kos pakar.

Pemulihan Carakerja:
3 hari/minggu; Isnin, Rabu dan Jumaat; 8:30-11:30am; untuk pelatih kanak-kanak; 2:30-4:00pm untuk pelatih remaja PDK.

Program Lawatan ke Rumah:
2 kali/minggu; Selasa (2:00-4:00 petang) dan Sabtu (9:30am-12:30pm). Berdasarkan keperluan dan persetujuan dari ibubapa/penjaga untuk kehadiran Petugas PDK di kediaman mereka.

Program Rumah Kelompok (Lelaki):
Menempatkan seramai 4 OKU yang telah bekerja. (telah ditamatkan pada Januari 2015)

Pengurusan:
PDK Selayang yang ditadbir-urus oleh Jawatankuasa Pertubuhan Pemulihan Dalam Komuniti Selayang yang mana barisan Jawatankuasa terdiri dari ibubapa/penjaga OKU, Masyarakat Tempatan dan seorang OKU

PDK Selayang : Bengkel Penggunaan dan Cara-Cara Penjagaan Kerusi Roda 2011

PDK Selayang dengan kerjasama dari ALEPS (Alumni Look East Policy Society) dan CBR Network Malaysia telah menganjurkan "Bengkel Penggunaan dan Cara-Cara Penjagaan Kerusi Roda 2011" pada 30hb Disember, mulai jam 9:00 pagi hingga 12:30 tengahari bertempat di perkarangan PDK Selayang.

Bengkel tersebut disertai oleh seramai 37 peserta yang terdiri dari Penyelia-Penyelia PDK, Petugas-Petugas PDK, ibubapa/penjaga kepada OKU yang menggunakan kerusi roda dan OKU berkerusi roda.

Bengkel tersebut bertujuan  untuk mendedahkan kepada penerima peserta-peserta bengkel mengenai cara-cara:

  1. Memilih kerusi roda yang sesuai untuk OKU.
  2. Menggunakan dengan cara yang betul (turun/naik/transfer).
  3. Penjagaan dan penyelenggaraan kerusi roda.
Bengkel tersebut ditaja oleh ALEPS, sementara CBR Network Malaysia menghantar 2 orang Jurupulih Carakerja untuk menjalankan ceramah dan praktikal untuk bengkel tersebut.

Rumah anak yatim di Puchong terbakar

KUALA LUMPUR: Seramai 33 kanak-kanak dari rumah anak yatim "House of Joy" hilang tempat berlindung apabila rumah dua tingkat yang mereka diami musnah dalam kebakaran di Taman Tenaga, dekat Puchong, di sini, hari ini.

Kini mereka ditempatkan di Dewan Serbaguna Majlis Perbandaran Subang Jaya
Kebakaran pada pukul 10.50 pagi itu dipercayai bermula di salah sebuah bilik di tingkat atas sebelum merebak ke bahagian lain sehingga memusnahkan keseluruhan tingkat atas bangunan itu manakala 60 peratus daripada tingkat bawah rumah berkenaan turut musnah.
Bagaimanapun, 20 kanak-kanak berusia antara enam hingga 17 tahun yang berada di tingkat bawah ketika itu berjaya diselamatkan.

Pemangku Penolong Pengarah Bomba dan Penyelamat Selangor, Anuar Harun berkata sebanyak tiga jentera bomba dengan 27 anggota dan pasukan siasatan forensik tiba di tempat kejadian pada pukul 10.59 pagi untuk mengawal kebakaran.

Katanya punca kejadian dan jumlah kerugian masih dalam siasatan.

Anuar berkata kanak-kanak itu akan ditempatkan di Dewan Serbaguna Majlis Perbandaran Subang Jaya di Puchong Jaya, buat sementara waktu

Perkasakan sijil HALAL


KUALA LUMPUR: Jabatan Kemajuan Islam Malaysia (Jakim) akan melantik kira-kira 62 pegawainya serta pegawai dari Jabatan Agama Islam Negeri bagi membantu dalam tindakan dan penguatkuasaan berkaitan Akta Perihal Dagangan 2011 dan Persijilan Halal.

Ketua Penolong Pengarah Bahagian Hab Halal Jakim, Hakimah Mohd Yusoff berkata, pelantikan itu selaras usaha memantapkan lagi penguatkuasaan terhadap syarikat yang menggunakan sijil halal tidak sah.

“Selain itu, kita juga akan melantik 45 pegawai kontrak di kalangan pegawai Jakim sebagai tenaga tambahan dalam melaksanakan penguatkuasaan menyeluruh. “Selain kerjasama antara kedua-dua pihak, Kementerian Perdagangan Dalam Negeri, Koperasi dan Kepenggunaan (KPDNKK) juga sudah melantik Jakim sebagai Penolong Pengawal Perihal Dagangan di bawah kementerian itu bagi tindakan penguatkuasaan,” katanya, semalam.

Hakimah berkata, Jakim juga dalam proses menyeragamkan persijilan halal bersama Jain dan tujuh negeri sudah memberikan kerjasama iaitu Pulau Pinang, Negeri Sembilan, Sabah, Melaka, Johor, Wilayah Persekutuan Kuala Lumpur dan Selangor.

“Manakala negeri selebihnya masih dalam persediaan dan sedang mengikuti latihan khususnya berkaitan pembangunan sistem e-halal. Dengan penyeragaman itu nanti, kita akan menggunakan satu sistem, logo serta sijil yang sama di seluruh negara,” katanya.

Katanya, di pihak industri pula, Jakim dalam perancangan untuk memberi taklimat dengan persatuan pengguna seperti Persatuan Pengguna Islam Malaysia (PPIM) serta Persatuan Pengilang Malaysia (FMM) berkaitan akta berkenaan.

“Tujuan taklimat itu supaya pihak industri terbabit dapat menyampaikan maklumat akta berkenaan kepada ahli,” katanya.

Selain itu, katanya, pengguna Islam disarankan menghubungi pejabat Jakim atau melayari www.halal.gov.my  dan www.halalpages.com  untuk mendapatkan maklumat berkaitan persijilan halal.

“Selepas kita menguatkuasakan akta ini, pengguna memainkan peranan untuk menyalurkan maklumat sekiranya mereka ada keraguan berkaitan produk atau premis yang menggunakan sijil halal,” katanya.

“Agak mustahil kita dapat menjalankan tindakan penguatkuasaan serentak di seluruh negara, justeru kita amat mengalu-alukan kerjasama pengguna untuk membantu kita,” katanya.

Harian Metro, semalam melaporkan, walaupun tinggal beberapa hari lagi sebelum tamat tempoh ‘amaran’, namun ratusan pengusaha restoran dan syarikat pengeluar makanan dikesan masih berdegil menggunakan sijil halal palsu tidak diiktiraf Jakim.

Kebanyakan pengusaha terbabit sebelum ini sudah diberi peringatan supaya tidak lagi menggunakan sijil halal tidak sah apabila hanya sijil dan logo halal Jakim saja yang boleh diguna pakai dan diiktiraf berkuat kuasa 1 Januari 2012.

BESUT: Seorang wanita cacat penglihatan, Mek Long Salim, 79, layak digelar ‘warga emas super’ apabila masih mampu melakukan rutin harian tanpa mengharapkan bantuan.

Warga emas itu bukan saja mampu memasak, membasuh dan mengemas rumah, malah boleh melakukan kerja berat yang tidak terdaya dilakukan orang celik seperti memanjat pokok kelapa.

Keistimewaan Mek Long itu menjadikannya kebanggaan penduduk yang menganggapnya wanita luar biasa.

Mek Long yang tinggal bersama suami ketiga, Hassan Awang, 69, di Kampung La, Hulu Besut, di sini, berkata, dia tidak memiliki rahsia atau mengamalkan petua, sebaliknya menganggap ia anugerah Allah.

“Kita kena kuat semangat dan rajin usaha. Seumur hidup, saya tak pernah minta bantuan orang. Saya bersyukur Allah beri saya hati yang terang.

“Sejak muda hingga sekarang, saya buat kerja termasuk jual sayur dan pucuk paku di Pasar Jertih, berkebun dan cari kayu api di hutan. Semuanya buat sendiri.

“Cuma sejak diserang asma, saya tak buat kerja itu lagi dan banyak berehat di rumah,” katanya ketika ditemui di rumahnya, di sini, kelmarin.

Mek Long yang menghidap asma sejak tujuh bulan lalu berkata, walaupun tidak boleh melihat, namun dia boleh membezakan antara siang dan malam, malah mengetahui tiba waktu solat hanya berpandukan suara ayam berkokok.

“Biasanya jika masuk waktu Subuh, ayam berkokok sekali manakala jika waktu Zuhur, ayam berkokok dua kali berturut-turut.

“Jika waktu Asar pula, ayam berkokok tiga kali berturut-turut. Jika waktu Maghrib, ayam berkokok di bawah rumah,” katanya.

Sementara itu, adik Mek Long, Azizah Salim, 66, berkata, dia bangga mempunyai kakak luar biasa dan menganggap semua itu anugerah Allah yang tidak ternilai.

“Hati dia terang walaupun tidak nampak, tetapi kehidupannya sama seperti orang celik. Tidak hairan kerana apa yang berlaku kuasa Allah,” katanya.

Azizah yang tinggal bersebelahan rumah Mek Long berkata, kakaknya itu tidak pernah meminta bantuannya, sebaliknya melakukan semua kerja sendiri termasuk menguruskan keperluan suami yang juga buta.

“Tanggungjawab terhadap suami dilakukannya sama seperti wanita celik lain. Dia bukan saja memasak, mencuci atau mengemas rumah, tetapi boleh membeli barangan keperluan harian sendiri.

“Orang kampung sudah biasa dengannya, tetapi kalau orang tak biasa tengok, mesti ingat dia celik. Dia berjalan laju, tak macam orang buta.

“Jika terlajak lorong rumah penduduk kampung yang dia nak pergi, dia akan berhenti dua atau tiga saat dan berpatah semula sebelum masuk ke lorong rumah berkenaan,” katanya.

Menurutnya, kakaknya seorang yang kuat bekerja dan tidak pernah mengabaikan solat sejak kanak-kanak hingga sekarang selain penyabar.

“Walaupun tidak nampak tetapi boleh membezakan antara malam dengan siang.

“Pernah ketika bersembang bersama jiran, tiba-tiba dia memberitahu kami ketika itu sudah masuk waktu sembahyang sama ada Zuhur, Asar atau Maghrib. Biasanya selepas dia kata begitu, selang beberapa minit kemudian azan berkumandang.

“Pernah juga pada Ramadan, dia mengejutkan saya untuk bersahur,” katanya.

Azizah berkata, Mek Long ketika kanak-kanak seorang yang celik, tetapi penglihatannya kabur sedikit demi sedikit sebaik memasuki zaman remaja.

Katanya, penglihatan wanita berkenaan hilang sepenuhnya selepas beberapa bulan berkahwin dengan lelaki celik dari kampung sama ketika berusia 27 tahun.

“Masa baru kahwin, dia ‘buta ayam’ tetapi beberapa bulan selepas itu terus tidak nampak,” katanya.

Azizah berkata, Mek Long dan suami mendapat bantuan bulanan Jabatan Kebajikan Masyarakat (JKM) RM200 seorang bagi menampung kehidupan mereka.

“Sejak sakit, saya bimbang terjadi apa-apa kepadanya dan sentiasa berdoa semoga Allah melindunginya dan suami,” katanya.

Padah tak dengar cakap ibu

KANGAR: Tindakan seorang remaja enggan mendengar nasihat ibunya agar tidak keluar pada waktu senja mengundang padah apabila dia maut selepas terbabit dalam kemalangan ngeri di Jalan Pesisiran Pantai, Kuala Sungai Padang, di sini, kelmarin.

Kemalangan dipercayai berlaku kira-kira jam 6.30 petang apabila motosikal ditunggang mangsa, Mohd Faiz Chenat, 15, merempuh sebuah motosikal lain di hadapan menyebabkan dia terjatuh dan mati akibat cedera parah.

Bapa mangsa, Chenat Jusoh, 51, berkata sebelum kejadian, isterinya, Rohana Mustafa, 44, melarang Mohd Faiz keluar rumah dengan menunggang motosikal tetapi langsung tidak diendahkan.

Menurutnya, anak ketiga daripada lima beradik itu keluar kira-kira jam 6 petang mahu bertemu rrakannya sebelum mereka dikatakan bersiar-siar di sekitar kawasan berhampiran.

Katanya, dia tidak menyangka perasaan tidak sedap hati isterinya itu ternyata benar selepas anaknya maut dalam kemalangan selang beberapa minit kemudian.

“Ketika kejadian itu, saya baru pulang dari kerja mendapat panggilan telefon mengenai kejadian.

Peniaga pengotor buat kecoh cuba alih perhatian

PETALING JAYA: Seorang peniaga makanan di Medan Selera Farlim Jalan PJS 8/9, Bandar Sunway, di sini, mengejutkan ramai pelanggan dengan membuat kecoh apabila enggan memberikan kerjasama ketika pegawai Lembaga Pelindung dan Kebajikan Pengguna Malaysia (LPKPM) melakukan pemeriksaan terhadap kedainya.

Bagaimanapun, kekecohannya itu bersebab apabila siasatan mendapati dia memperoleh bekalan ayam mentah daripada peniaga bukan Islam yang diragui halalnya.

Malah, ketika resit ayam diminta, dia cuba mengalih perbualan dengan menyuruh LPKPM memeriksa premis lain yang bermasalah.

Hasil siasatan mendapati, peniaga terbabit memang mengambil bekalan ayam mentah daripada peniaga bukan Islam, namun dia enggan bekerjasama.

Malah, keadaan dapur peniaga terbabit kotor dan sampah dipenuhi lalat.

Operasi kali pertama yang dilakukan LPKPM dengan kerjasama penguat kuasa Majlis Bandaraya Petaling Jaya (MBPJ) itu bertujuan memastikan peniaga Islam mempamerkan logo halal di samping menjaga kebersihan premis masing-masing.

Ketua Pegawai LPKPM, Sharifah Mat Nor Rashid, ketika ditemui berkata, pihaknya perlu tegas dengan masalah itu dan akan merujuk perkara berkenaan kepada pihak terbabit seperti Jabatan Kemajuan Islam Malaysia (Jakim).

Mum and daughters jailed for abusing boy in Singapore

FOR two years, a young boy was beaten and burned with heated objects by his grandaunt and her daughters, for allegedly stealing food. The abuse left the now 10-year-old permanently disfigured from multiple injuries.

On Wednesday, District Judge Liew Thiam Leng, presiding over what must count as one of the most horrific cases of child abuse here, jailed the 45-year-old woman for five years.

Two of her daughters, aged 20 and 24, were given jail terms of one-and-a-half years each.

The trio pleaded guilty.

The woman’s youngest daughter, who is 14, pleaded guilty to hurting the boy on Dec 2 in the Juvenile Court.

Her fate is pending while a report assessing her suitability for probation is being prepared.

The woman’s husband, a 45-year-old dispatch rider, has not yet been dealt with.

He is out on bail for allegedly splashing hot water on the boy.

His pre-trial conference is scheduled for Jan 20.

The family cannot be named to protect the identity of the boy, who is said to be coping well in a welfare home and is attending school.

The court heard yesterday that he is the son of the woman's niece, whose whereabouts are unknown.

The identity of the boy's father is also unknown.

The boy's birth was unrecorded, so he has no birth certificate and was not enrolled in school when the time came.

His mother was jailed when he was four, which is when he was sent to live with her aunt.

The abuse began in 2009, and continued when the family moved from Hougang to Rivervale in August last year, and then to a rental flat in Ang Mo Kio three months after that.

The woman, a cleaner, and her children often accused the boy of stealing food and playing with the gas stove, and with these accusations came the abuse that resulted in horrific injuries, said Assistant Public Prosecutor Ashraf Hassan.

The court heard earlier that on one occasion in January or February, the daughters complained to their mother that the boy had finished all the food they had.

The woman, furious, asked her children to hold the boy's hands and legs while she ladled heated cooking oil over his face, naked chest and back.

The daughters also admitted to, among other things, abetting their mother in scorching the boy with a hot ladle and in cutting his fingers with scissors.

The boy fled from the home on June 18 and was found wandering outside the Ang Mo Kio-Thye Hua Kwan Hospital two days later by a medical social worker.

The police were called in.

Defense lawyer M.S. Rajendran told the court that the woman, who divorced her husband in January, was emotionally distraught over his extra-marital affair and her financial woes.

He added that the boy's seemingly insatiable hunger added to her problems.

Rajendran said her daughters were torn between obeying their mother and taking pity on the boy, and that they now realized that they had done wrong.

The maximum penalty for causing hurt with a heated substance is a jail term of up to seven years.

Offenders may also be fined or caned.

Alaska's Aleutian Islands volcano spews ash cloud

ANCHORAGE, Alaska (Reuters) - A remote volcano in Alaska's Aleutian Islands erupted violently early on Thursday, spouting an ash cloud 15,000 feet (4,570 metres) into the sky and prompting an air-traffic alert, scientists said.

The Cleveland Volcano, located on an uninhabited island 940 miles (1,500 km) southwest of Anchorage, had been oozing lava and gas since July.

Ash from the 5,676-foot (1,730 metre) volcano is considered potentially dangerous to aircraft because Cleveland's peak lies directly below commercial flight paths between Asia and North America.

Additional explosions producing larger ash clouds are possible and could come without warning, the observatory said.

Jet engines are vulnerable to damage and sudden failure if they suck in gritty volcanic dust.

A KLM airliner abruptly dropped more than 14,000 feet when it flew through ash belched into the atmosphere from an eruption of the Mount Redoubt volcano, just west of Cook Inlet, in 1989. The badly damaged jet landed in Anchorage.

Thursday's explosion, captured by satellite imagery, likely stemmed from a gradual buildup of pressure during months of intermittent low-level eruptions, said Dave Schneider, a geophysicist with the Alaska Volcano Observatory.

The last significant eruption at Cleveland was in 2001, when the volcano unleashed three explosions that spewed ash as high as 39,000 feet, spilled a stream of lava from the summit crater and unleashed an avalanche of molten rock, according to the observatory. Cleveland also erupted in 2009, with smaller ash emissions.

The volcano encompasses about half the uninhabited Chuginadak Island. The nearest human settlement is Nikolski, a tiny Aleut village located about 45 miles to the east.

Although Cleveland is among the most active of Alaska's roughly 90 volcanoes, no seismic equipment or cameras are set up there for continuous monitoring because of its remote location. Scientists keep tabs with satellite data, witness reports and video from mariners and pilots in the area.

Interference with air travel is the most immediate risk posed by Alaskan volcanoes. But they are not alone.

An ash cloud from a Chilean volcano grounded flights across eastern and southern Australia in June. The eruption of an Icelandic volcano in 2010 led to 100,000 canceled flights, hampering the air travel of some 10 million people.

Russia submerges nuclear submarine to douse blaze

MURMANSK, Russia (Reuters) - Russia said it had brought a blaze aboard a nuclear submarine under control on Friday by partially submerging the vessel at a naval shipyard, after hours of dousing the flames with water from helicopters and tug boats.

The submarine's nuclear reactors had been shut down and posed no danger, officials said. However, nine people were injured when fighting the fire and taken to hospital.

Television pictures showed a plume of black smoke above the yard in the Murmansk region of northern Russia as over 100 firemen struggled to put out the flames which witnesses said rose 10 metres (30 feet) above the Yekaterinburg submarine.

"The fire has been localised," Emergencies Minister Sergei Shoigu told officials leading the firefighting effort from an emergencies control room in Moscow, more than nine hours after the blaze began at 1220 GMT Thursday.

Shoigu's comments indicate the fire was still burning but that efforts to sink the submarine partially at the dock had succeeded in reducing the intensity of the flames.

"There are no open flames. A fire crew is still at the scene pouring water over the outer hull as well as the space between the inner and outer hulls of the submarine," said an unnamed Defense Ministry source, speaking to Interfax.

The governor of the Murmansk region, Dmitry Dmitrienko, said the submarine's two nuclear reactors had been shut down. All weapons had been removed from the 167-metre (550 feet) Yekaterinburg, which launched an intercontinental ballistic missile from the Barents Sea as recently as July.

"Radiation levels are normal," a spokeswoman for the Emergencies Ministry said.

A law enforcement source told Russian news agencies that seven servicemen at the shipyard and two Emergencies Ministry personnel had been injured when trying to put out the fire and had been hospitalised. Interfax reported they had suffered from the effects of smoke.

After hours of trying to put out the flames, officials decided to submerge the 18,200-tonne submarine partially at the Roslyakovo dock, one of the main dockyards of Russia's Northern Fleet, 1,500 km (900 miles) north of Moscow.

Local media reports were vague, but the blaze was believed to have started when wooden scaffolding caught fire during welding repairs to the submarine, which had been hoisted into a dry dock.

The submarine can carry 16 ballistic missiles, each with four warheads. Russian submarines' reactors are built to withstand enormous shocks and high temperatures.

The Yekaterinburg is a Delta IV class submarine. Russia's Northern Fleet was established under the Soviet Union to watch over European waters and was armed during the Cold War against threats from NATO.

Russia's worst post-Soviet submarine disaster occurred in August 2000 when the Kruse nuclear submarine sank in the Barents Sea, killing all 118 crewmen aboard.

President Dmitry Medvedev and Prime Minister Vladimir Putin have been informed about the incident, said Deputy Prime Minister Dmitry Rogozin, who oversees the military.

Free entry to planetarium


KUALA LUMPUR: The RM1 entrance fee to the exhibition gallery of the National Planetarium will be waived from Jan 1. This was to enable more people to get to know astronomy and space science, the National Planetarium said in a statement.

However, ticket prices for Planetarium shows will be increased effective on that day.

Tickets to watch the Planetarium show will go up from RM3 to RM6.

60% OF UNDERAGE SMOKERS CAUGHT ARE GIRLS


GEORGE TOWN: About 60% of the 359 underage people caught smoking over the past 11 months in Penang were girls.

Penang Health, Welfare, Caring Society and Environmental Committee chairman Phee Boon Poh said the figure was alarming.

“We have to ensure that juveniles are not exposed to smoking,” he said.

Phee warned that those who offer or sell cigarettes to underage children are liable to a minimum RM10,000 compound.

“The local councils also have the right to withdraw their operating licence,” he added in an interview.

As for those smoking in prohibited areas, Phee said they would be asked to give their particulars which would go into a database.

“Those caught smoking are liable to a RM500 compound,” he said.

Phee said he had also appealed to the Health Ministry and discussed with the National Poison Centre in Universiti Sains Malaysia to monitor the air quality in enclosed areas such as shopping malls and restaurants.

“The university, with the assistance of the local council, can conduct an air quality study in shopping complexes and other enclosed areas and display the reading in a prominent place.

“The public can then decide if they want to enter the premises.

“We have to respect the rights of smokers but non-smokers have a right to clean air,” he said.

RapidKL to offer red tokens for senior citizens from Jan 1, 2012

KUALA LUMPUR: RapidKl is introducing red-coloured tokens for senior citizens that will allow them to enjoy a concession fare or 50 percent discount tickets on the LRT.

Syarikat Prasarana Negara Berhad (Prasarana) group director for Rail Division, Khairani Mohamed said commuters aged 60 and above could also travel with a 50 percent discount on fares on the KL Monorail from Jan 1, 2012.

"These single-journey red tokens can also be purchased and used by the disabled, and the purchase can only be made at our ticketing counters at the LRT stations.

"Similarly, for the Monorail service, the 50 percent discount manual concession tickets are to be purchased at the ticket counters," he said in a statement.

The ticket vending machines at the LRT stations will only issue normal tickets, which are blue tokens.

Senior citizens are advised to use their RapidKL Senior Citizen Card for more convenience in their travelling, skipping the need to queue to purchase the token each time they want to take the LRT or Monorail.

"Those who have yet to have one can go to the Pasar Seni LRT station today to apply for their RapidKL Senior Citizen Concession Card for free," said Khairani.

"To apply for the concession card, they only need to bring their MyKad and a copy of it, and also a complete registration form to the Ticket Concession Registration Counter at the Pasar Seni LRT Station.

"As for the disabled, they need to show their OKU card issued by the Welfare Services Department.

"For those who already have the Senior Citizen Concession Card, they do not need to reapply. They can continue to use the same card when travelling on RapidKL rail and bus services," he said.

Khairani said the concession fare was in line with the prime minister's announcement on Budget Day in October that senior citizens would be accorded a 50 percent discount on the LRT and Monorail tickets and the concession fare also extended to the disabled. -

Dua beradik azab dirantai bapa



DUA kanak-kanak ditinggalkan oleh bapa mereka dalam tandas sebuah rumah kedai di Butterworth semalam.


BUTTERWORTH – Seorang bapa tergamak memperlakukan dua orang anaknya yang berusia dua dan enam tahun seperti anjing apabila bertindak mengikat kaki kiri mereka dengan rantai besi di dalam tandas rumahnya.

Pasangan adik-beradik itu ditinggal seharian oleh bapa mereka ketika dia keluar bekerja dengan alasan anaknya itu nakal dan tiada orang menjaga mereka ketika dia tiada di rumah.

Perbuatan lelaki berusia 40-an yang tidak berperikemanusiaan itu terbongkar apabila kedua-dua beradik tersebut menjerit dan menangis kelaparan pada pukul 6 petang kelmarin kerana mereka tidak diberikan makanan oleh bapa mereka.

Jeritan kedua-dua beradik itu membongkar perbuatan kejam bapa mereka selepas jiran-jiran yang tinggal di kawasan rumah kedai dua tingkat itu memaklumkan perkara tersebut kepada polis.

Bertindak atas maklumat, sepasukan polis menyerbu rumah tersebut di Taman Mawar, Raja Uda dekat sini dan menemui seorang budak perempuan berusia enam tahun bersama adik lelakinya berumur dua tahun dalam keadaan menyayat hati.

Ketika ditemui pada pukul 8.45 malam, kedua-dua beradik itu yang diikat dengan rantai dan dikunci dengan mangga besi hanya memakai baju-T serta seluar dalam di dalam tandas.

Ketika diselamatkan, bapa kanak-kanak tersebut yang bekerja sebagai buruh tiada di rumah kerana keluar bekerja sejak pukul 3 petang kelmarin, manakala ibu mereka yang merupakan warga Thailand pula dikatakan telah meninggalkan tiga beranak itu sejak sebulan lalu.

Difahamkan, kedua-dua beradik itu diperlakukan sedemikian oleh bapanya sejak sebulan lalu setiap kali dia keluar bekerja selepas ibu mereka menghilangkan diri.

Ketua Polis Daerah Seberang Prai Utara, Asisten Komisioner Zulkifli Alias berkata, seorang penduduk yang mendengar jeritan dan tangisan kanak-kanak itu cuba membantu mangsa tetapi malangnya pintu rumah tersebut dikunci dari luar.

Orang Kurang Upaya : Baik mengurut daripada mengemis

 



SELAMA ini tidak pernah terlintas di fikiran Suhaida Abdul Kadir, 25, dia akan menjadi seorang tukang urut refleksologi. Sejak kecil dia bercita-cita mahu menjadi seorang akauntan. Namun, kita hanya mampu merancang tetapi, Allah yang menentukan.

Suhaida yang lebih mesra dipanggil Su menghadapi masalah penglihatan kabur sejak dilahirkan.

Doktor mengesahkan dia menghidap katarak kongenital iaitu sejenis penyakit mata yang menyerang bahagian katarak sejak dilahirkan.

Bertitik tolak daripada situ, kedua ibu bapanya tidak pernah berputus asa berulang-alik dari hospital Pekan, Pahang untuk mendapatkan rawatan anak mereka.

Malah, usaha mereka tidak terhenti di situ sahaja sebaliknya kedua orang tuanya itu turut mendapatkan rawatan secara kampung. Dengan usaha mereka berbulan-bulan akhirnya membuahkan hasil yang menggembirakan.

Biarpun bergantung kepada rawatan dan memakai cermin sejak berusia tujuh tahun, gadis yang tidak lekang dengan senyuman berterima kasih kepada ibu bapanya yang tidak pernah berputus asa.

Bahkan, kedua orang tuanya itu tidak pernah membiarkan dia berasa tersisih dengan menyediakan segala kemudahan untuk anak kesayangan mereka.

Dia yang dihantar ke sekolah biasa masih mampu melihat dan membaca walaupun penglihatannya kabur. Namun, disangka panas hingga ke petang rupanya hujan di tengah hari. Sewaktu berusia 14 tahun masalah mata kabur Su semakin teruk.

“Ekoran masalah itu, saya tidak dapat belajar dengan baik malah, sering kali dimarahi guru kerana gagal menyiapkan tugasan kerja sekolah,” ujarnya. Akhirnya dia terpaksa membuat keputusan berhenti sekolah.

Kemudian pada tahun 2004, dia berhijrah ke Batu Pahat, Johor Bahru bersama keluarga.

Bosan kerana terlalu lama duduk di rumah akhirnya dia cuba bekerja di sebuah kedai serbaneka yang terletak berhampiran dengan rumahnya.

Dia dapat bertahan sehingga empat tahun di situ sebelum pada tahun 2008 mula bekerja di sebuah kedai bundle memandangkan gaji yang ditawarkan agak lumayan. Namun, kehidupan Su semakin tertekan apabila mata kanannya semakin kabur sehingga menyukarkannya untuk bekerja.

“Disebabkan keadaan itu, kakak membawa saya ke hospital untuk mendapatkan rawatan. Ketika itu, doktor memberitahu walaupun menjalani pembedahan mata, ia masih tidak dapat menjanjikan harapan yang cerah,” katanya yang sentiasa mendapatkan rawatan susulan setiap enam bulan dalam tempoh setahun.

Sejak itu, dia yang merupakan satu-satunya menghidap penyakit itu daripada sembilan adik beradiknya menerima takdirnya itu dengan hati terbuka. Namun, dia tidak menjadikan kekurangan itu sebagai penghalang mencari pekerjaan.

Tiga punca rezeki

Ketika mendapatkan rawatan di hospital Batu Pahat, doktor yang merawat Su memberi pilihan sama ada dia mahu bekerja atau belajar.

“Saya membuat pilihan untuk bekerja namun, saya hanya mempunyai tiga pilihan yang ditawarkan iaitu bidang komputer, pentadbiran dan urut. Saya memilih bidang urut kerana bidang itu tidak terdedah dengan pencahayaan yang banyak kerana kedua-dua mata saya mudah berasa pedih apabila terkena cahaya matahari.

“Seterusnya, doktor berkenaan berbincang dengan Persatuan Orang Buta Malaysia (MAB) di Brickfields mengenai perkara itu memandangkan terdapat pusat latihan di MAB yang mengajar kaedah urutan refleksologi,” ujarnya.

Sekitar tahun 2009, dia berhijrah ke Kuala Lumpur untuk belajar kaedah mengurut dengan pihak MAB meskipun pada dasarnya dia tidak berminat dengan bidang itu.

Lima bulan pertama belajar di Pusat Ainur, gadis bertudung itu mengakui minat untuk mengurut tidak pernah timbul.

Namun, tanpa disedari setelah dia mengurut pelanggan pertamanya bibit minat itu tiba-tiab datang.

“Ketika itu, kawan saya menyuruh agar mencuba mengurut salah seorang pelanggannya. Pada permulaan disebabkan masih belajar saya agak gementar kerana khuatir pelanggan tidak berpuas hati.

“Alhamdullillah, saya tidak sangka pelanggan perempuan itu sangat berpuas hati dengan hasil urutan saya. Apabila mendapat pujian, terus-terang saya katakan akhirnya saya sudah jatuh hati dengan bidang ini,” jelasnya yang mahu belajar bersungguh-sungguh agar dapat mempelajari pelbagai teknik.

Setelah selesai tamat belajar di Pusat Ainur selama 10 bulan dia mendapat sijil dari Sijil Kemahiran Malaysia (SKM) dalam bidang urutan.

Untuk mendapatkan kaedah baru dalam bidang tersebut, dia sendiri turun ke kampungnya untuk berurut tradisonal.

“Cara saya belajar di sini dan cara kampung berbeza. Kebiasaan, jika badan rasa sedap setelah diurut selalunya saya akan mengingati cara-cara tukang urut itu mengurut,” katanya sambil memberitahu dia kini menerima gaji RM1,000 biarpun bergantung kepada komisen.

Pengalaman

Ditanya mengenai kerenah pelanggan yang terpaksa dihadapi ujarnya, dia berhadapan dengan bermacam-macam jenis pelanggan. Pada masa yang sama, dia mengakui berpeluang belajar bermacam-macam bahasa dengan pelanggan.

“Walaupun baru sahaja memulakan kerjaya ini, sudah banyak pengalaman yang sudah dilalui. Ada yang cerewet lebih teruk lagi ada yang penipu.

Diajak mengimbau kembali pengalamannya itu, Su memberitahu, kebiasaan dia akan mengurut kaki setiap pelanggan yang berkunjung ke kedainya yang terletak di Giant, Kota Damansara tanpa banyak masalah.

“Namun, pada suatu hari, datang seorang pelanggan yang begitu cerewet dan mahu mendapatkan urutan yang terbaik. Setelah selesai mengurut pelanggan itu, saya ingat dia akan membuat pembayaran tetapi, sebaliknya dia tidak mempunyai wang yang secukupnya dan meminta saya agar memberinya masa 10 minit untuk mengambil wang dari kereta.

“Hampir tiga jam saya tunggu pelanggan itu namun, dia tidak muncul-muncul. Sejak hari itu saya sudah tidak mempercayai pelanggan yang memberi alasan sedemikian,” katanya sambil memberitahu akan mengikut pelanggan sehingga ke kereta setiap kali mereka memberi alasan seumpama itu.

Ketika ditanya mengenai sikap segelintir OKU yang meminta sedekah, dia berkata:
“Nasihat saya kepada OKU yang masih meraih simpati orang ramai dengan mengemis, carilah alternatif lain dan usaha sendiri. Tiada siapa yang dapat mengubah nasib kita melainkan kita sendiri,” ujarnya sambil melemparkan senyuman.

DUNGUN - Kejadian air pasang dan ombak besar yang melanda sebahagian pantai di negeri ini dilaporkan antara yang terburuk pernah berlaku sejak 50 tahun lalu.

M’sian youths help flood victims in Thailand

SAMUT SAKHON: About 100 Malaysian youths helped in providing rehabilitation and cleaning assistance to more than 800 households in Zin Somboon housing estate in Thailand's central province of Samut Sakhon.

The youths, from Kuala Lumpur, had assisted those households by cleaning their houses since a large amount of garbage left in the area after the homes was inundated of about 1.5 metres of water, reported Thai News Agency on Monday.

Zin Somboon was the hardest hit area in the province. A kindergarten school became a temporary shelter for 437 victims when the flood first hit the housing estate on November 1.

As the area has dried, people began to return to their home.

Malaysian youths also donated food and other necessities to people living in the housing estate before returning to their country.

Earlier, they had assisted flood victims in Bangkok, Pathum Thani, Nakhon Pathom and Ayutthaya provinces, according to Thai News Agency.

First Army Region commander Lt. Gen. Udomdej Sritabutr led military officials, policemen, students and volunteers in cleaning and collecting garbage in Tawee Watana district on the outskirt of Bangkok after the area has dried.

The district was under deep floodwater for about two months. About 50 army trucks helped in taking away mountains of garbage left in the area. - Bernama

Untrained temp teachers to get same benefits

PUTRAJAYA: The new "contract for service" for untrained temporary teachers will offer the same benefits as the teachers' previous contracts.

"Teachers will receive the same pay and EPF, and they will not have to pay back anything to the government," said Deputy Education Minister Datuk Dr Wee Ka Siong.

It was reported earlier that many temporary teachers had their terms of service changed under the new contract, including pay cuts and no EPF contributions.

The new contract had also stipulated that teachers were to pay back to the government the difference between their old and new salaries from October.

Courses for untrained temporary teachers

PUTRAJAYA: A total 7,079 untrained temporary teachers (GSTTs) will be offered teacher training courses from January next year.

Deputy Education Minister Datuk Wee Ka Siong said 4,433 of the teachers would be pursuing courses at public higher institutions of learning while the rest at teachers training institutes.

He said they were among 13,184 GSTTs who had served since June last year and were given priority since they had met the stipulated conditions.

"The Education Ministry treats any views and complaints connected to GSTTs. Deputy Prime Minister Tan Sri Muhyiddin Yassin who is also also Education Minister is also concerned with the problems faced by the GSTTs.

"This announcement today indicates the commitment of the Deputy Prime Minister who has fulfilled his promise to the 13,184 GSTTs serving the Education Ministry," he told reporters after chairing a Temporary Teachers' Special Committee meeting here.

Wee said, of the 13,184 GSTTs, 1,799 were undergoing holiday teachers' training courses while 2,788 did not furnish complete documents to be considered but were given until Dec 26 to appeal.

Apart from that, 2,928 GSTTs were not qualified as they were overaged or had served less than two years.

However, he said they were offered short term contracts which could be renewed depending on need.

He gave his word the salary of those under such contracts would be the same as when they GSTTs.

Wee said the Deputy Prime Minister had also decided that all the GSTTs need not repay the salary they had received since last October.

Ramai pasangan muda Islam bercerai di Perlis

KANGAR – Sebanyak 450 kes penceraian telah direkodkan di Perlis sepanjang sepuluh bulan pertama tahun ini.
Pengerusi Jawatankuasa Agama Islam, Jawatankuasa Hadhari dan Pembangunan As-Sunnah Negeri, Jafperi Othman berkata, lebih merisaukan kebanyakan kes berkenaan melibatkan pasangan yang usia perkahwinannya di bawah sepuluh tahun.

Menurutnya, kelompok umur yang paling banyak dalam kes penceraian iaitu di bawah 40 tahun.

Katanya, tujuh punca utama menyebabkan berlaku penceraian telah dikenalpasti pihaknya.
“Antaranya:-

  1. kurang pengetahuan ilmu agama;
  2. kurang pengetahuan ilmu rumah tangga;
  3. perkahwinan pada usia muda;
  4. suami mengabaikan tanggungjawab; selain itu:-
  5. campur tangan pihak ketiga;
  6. suami berpoligami;
  7. masalah komunikasi; dan
  8. masalah ekonomi.
juga menjadi faktor,” katanya ketika menjawab soalan Mat Hassan (BN-Kuala Perlis) pada Sidang Dewan Undangan Negeri (DUN) Perlis ke-12 di sini semalam.

Menurut Jafperi, bilangan kes penceraian yang berlaku pada tahun lalu iaitu sebanyak 522 kes dengan kaum Melayu adalah yang paling banyak.

Bagi menangani kes penceraian daripada terus meningkat, pihaknya bersama Jabatan Agama Islam Negeri serta agensi lain sentiasa melakukan pelbagai program.

“Contoh program berkaitan kekeluargaan yang tetap dan berjadual, kelas pengajian agama, seminar, ceramah umum dan banyak lagi,” ujarnya.

Agihan pendapatan ASB 7.65 sen

KUALA LUMPUR - Pemegang unit Amanah Saham Bumiputera (ASB) akan menerima pengagihan pendapatan sebanyak 7.65 sen seunit bagi tahun kewangan berakhir 31 Disember 2011 berbanding 7.50 sen tahun lepas.

Sebanyak 7.3 juta pemegang saham, yang kini memegang lebih 95.9 bilion unit ASB akan juga menerima bonus sebanyak 1.15 sen.

Pengerusi Permodalan Nasional Bhd. (PNB), Tan Sri Ahmad Sarji Abdul Hamid berkata, pengagihan pendapatan ini melibatkan pembayaran sejumlah RM7.04 bilion dan bonus sebanyak RM628.29 juta.

Menurutnya, hingga Khamis lalu, skim itu mencatatkan pendapatan kasar sebanyak RM7.19 bilion.

"Pendapatan dividen daripada pelaburan dalam syarikat-syarikat menyumbang sebanyak RM4.09 bilion atau 56.9 peratus daripada pendapatan kasar manakala keuntungan daripada penjualan saham menyumbang RM2.25 bilion atau 31.3 peratus," katanya pada sidang akhbar di sini semalam.

Turut hadir ialah Presiden dan Ketua Pegawai Eksekutifnya, Tan Sri Hamad Kama Piah Che Othman.
Ahmad Sarji menjelaskan, baki sebanyak 11.8 peratus atau RM0.85 bilion diraih daripada pelaburan dalam instrumen jangka pendek dan pelaburan-pelaburan lain.

Mobile eye clinic for rural folk next year

BENTONG: The Health Ministry will set up a mobile eye clinic next year to provide screening for cataracts, glaucoma and other eye diseases among the rural population nationwide.

Minister Datuk Seri Liow Tiong Lai said Saturday the clinic, which would cost RM1mil, would also arrange for patients to be treated and operated upon at local hospitals.

“This will improve the people's accessibility to such services,” he told reporters after a visit to the Tun Hussein Onn National Eye Hospital mobile eye clinic, which provided its services at the Bentong Health Clinic here.

He said the mobile eye clinic would have an optometrist while treatment and operations at local hospitals would be performed by visiting ophthalmologists.

Liow said in Malaysia, about 2.7% of the population or 783,000 people suffered from visual impairment.

“The major cause of visual impairment in the country is refractive errors (43.7%), followed by cataracts (36.3%),” he said.

As for blindness, he said, the prevalence in Malaysia was estimated to be about 0.3% or 87,000 people.

However, he said, only about 64,000 blind people were registered with the Welfare Department last year.

He said the common causes of blindness in Malaysia included cataract (40%), retinal disease (24.5%), uncorrected refractive error (4.1%), corneal disease (3.4%) and glaucoma (1.8%).

Liow said currently, there were 350 ophthalmologists in the country, including 182 with the ministry.

He added that the ministry was also recruiting 40 doctors into the Masters programme in ophthalmology at Universiti Kebangsaan Malaysia, Universiti Sains Malaysia and Universiti Malaya every year.

"Abduction" of toddler likely misunderstanding, says police


However Cheras OCPD Asst Comm Mohan Singh said the situation was likely a misunderstanding between both parties.

The incident occurred at 9.30pm on Thursday when Low Wan Kuin, 43, a businesswoman who runs several business outlets at the mall was closing shop.

She had allegedly left her baby, still in the stroller in the care of her friend and rushed out to get something in the car parked outside.

“Just two minutes after leaving, I had a strange feeling and rushed back. Near to my shop, I looked to my right and saw at a distance away, my daughter being carried away by a woman.

“When I questioned my friend, she said the woman claimed she was a friend of mine and had taken my baby to the nearby fast food outlet to buy something,” the mother of three said.

Low gave chase and questioned the woman when she caught up with the woman.

“I shouted at the woman in her 40s and asked who she was. She replied that she was looking for the baby's mother.

“I told the woman that I'm the mother and demanded her to give my daughter back before I grabbed my daughter from her.

She said, adding that she lodged a police report at the Damai Perdana police station at 11pm the same day.

Low said she is still shaken up over the incident and breaks into cold sweat whenever she think of the incident.

ACP Mohan Singh said after police investigations, believes the mother had likely over reacted.

“We believe the child had been left alone temporarily by the victim's friend of which the passerby felt the baby had been left alone and decided to look for the mother,” he said when contacted.

M’sian tourist killed crossing New Zealand river in the dark

WELLINGTON: A Malaysian tourist and another one from China died after they tried to cross a river near New Zealand South Island's Franz Josef Glacier in the dark on Friday night, Xinhua news agency reported here Saturday.

Police in Franz Josef said in a statement Saturday that the 20-year-old woman from China and the 23-year-old woman from Malaysia were part of a group of four on a walking track near the glacier on Friday.

They declined to reveal their names until the next-of-kin were notified.

The group tried to cross the Waiho River on foot at about 9.30pm (New Zealand time) but the two women were swept off their feet and washed downstream.

The two other members of the group walked out and raised the alarm.

A rescue helicopter found the two bodies in the Waiho River at 1am Saturday (New Zealand time).

Reports said that the river is known locally to be dangerous as it is often heavily sedimented and the bottom is hard to see.

KUALA LUMPUR - Fenomena gerhana bulan penuh yang bermula dari pukul 7.34 malam tadi telah menarik perhatian ramai termasuk kira-kira 3,000 pengunjung untuk bersama-sama menyaksikan kejadian itu di Planetarium Negara, di sini.

Ada yang telah berkumpul seawal pukul 6.30 petang untuk menyaksikan fenomena itu yang berlanjutan sehingga 1.30 pagi ini.

Pengarah Planetarium Negara, Azreena Ahmad berkata, pihaknya menyediakan sebanyak 20 teleskop untuk memberi peluang kepada orang ramai untuk menyaksikan fenomena ini, namun kemunculan awan tebal di ruang udara ibu kota mengehadkan pandangan.

"Bagi yang tidak berkesempatan menyaksikan fenomena gerhana bulan penuh itu secara langsung, mereka boleh melihatnya menerusi laman sosial Facebook di Malaysia Lunar Eclipse,'' katanya.

Azreena memberitahu, fasa penumbra iaitu bahagian luar bayang yang relatifnya lebih cerah boleh dilihat di sesetengah lokasi pada pukul 7.34 malam manakala kesan maksimum gerhana kelihatan mulai 10.32 malam.

Orang ramai saksikan fenomena gerhana bulan

KUALA LUMPUR – Orang ramai berpeluang menyaksikan keunikan gerhana bulan malam tadi dan beberapa tempat menjadi tumpuan termasuk Masjid Negara dan Planetarium Negara di sini.
Berikutan fenomena menakjubkan itu, kira-kira 2,000 umat Islam menunaikan solat sunat gerhana bulan selepas solat Isyak di Masjid Negara.

Imam Masjid Negara, Mohammad Zaki Ibrahim turut menyampaikan khutbah bertajuk ”Gerhana Bulan Bukti Kekuasaan Allah SWT”.

Gerhana bulan turut dicerap orang ramai menggunakan 10 teleskop yang disediakan dengan kerjasama Agensi Angkasa Negara, Jabatan Agama Islam Malaysia, Persatuan Falak Syarie Malaysia serta Majlis Mufti Selangor dan Wilayah Persekutuan Kuala Lumpur.

Ia menandakan fasa purnama Muharam 1433 Hijrah yang sama dengan kemuncak gerhana penuh.

Fenomena gerhana bulan penuh itu, yang bermula 7.34 malam ini hingga 1.30 pagi esok, dapat dilihat dengan mata kasar mulai 8.46 malam, manakala fasa umbra bermula dari 10.06 malam dan berlanjutan kira-kira 51 minit.

PELAKSANAAN PEMBERIAN BANTUAN TUNAI RM500 BAGI MERINGANKAN BEBAN KOS HIDUP RAKYAT

1. Pada pembentangan Bajet 2012 baru-baru ini, Kerajaan telah mengumumkan untuk memberi bantuan tunai, secara one-off, sebanyak RM500 kepada isi rumah yang berpendapatan bulanan RM3,000 dan ke bawah. Bantuan ini adalah tanda keprihatinan Kerajaan dalam usaha untuk membantu meringankan kenaikan kos sara hidup rakyat.

2. Isi rumah yang layak memohon merujuk kepada seorang lelaki atau wanita yang menjadi ketua kepada ahli yang tinggal serumah atau ketua keluarga. Ini merangkumi individu:
 Berkahwin termasuk anak yang berkahwin dan tinggal bersama ibu bapa;
 Ibu atau bapa tunggal yang mempunyai tanggungan;
 Individu (bujang, duda, ibu tunggal) bujang yang mempunyai tanggungan; dan
 Warga emas sebatang kara

3. Ketua isi rumah yang berkerja sendiri juga adalah layak untuk memohon.

4. Kerajaan memutuskan, pendaftaran permohonan Bantuan Tunai RM500 akan dibuat mulai hari Sabtu, 10 Disember 2011 untuk tempoh satu bulan. Borang-borang pendaftaran boleh didapati secara percuma mulai tarikh tersebut, di Jabatan Pembangunan Persekutuan, Pejabat Cawangan dan Pusat Khidmat Lembaga Hasil Dalam Negeri Malaysia (LHDNM), serta agensi-agensi Kerajaan.

5. Borang yang lengkap di isi berserta salinan Kad Pengenalan hendaklah diserah untuk proses pendaftaran di Jabatan Pembangunan Persekutuan/Negeri, sekolah-sekolah terpilih serta pejabat-pejabat cawangan LHDNM.

6. Pembayaran Bantuan RM500 akan dibuat kepada ketua isi rumah yang layak mulai pertengahan Januari 2012.

7. Bantuan ini dijangka dapat memberi manfaat kepada seramai 5.2 juta isi rumah atau 79.5 peratus daripada keseluruhan isi rumah di negara ini. Pemberian ini melibatkan anggaran peruntukan sebanyak RM2.6 bilion.

235,908 individu jadi bankrap

 


KOTA KINABALU - Setakat Oktober tahun ini, seramai 235,908 individu diisytiharkan bankrap di negara ini, kata Ketua Pengarah Insolvensi, Datuk Abdul Karim Abdul Jalil .

Beliau berkata, berdasarkan rekod Jabatan Insolvensi Malaysia (JIM), punca utama yang melibatkan kebankrapan ialah pinjaman sewa beli iaitu 26 peratus, diikuti pinjaman peribadi (21 peratus), pinjaman perumahan (14 peratus) dan pinjaman lain termasuk pinjaman perniagaan dan penjamin korporat.

Beliau berkata, statistik tersebut meletakkan Malaysia antara negara yang mempunyai jumlah kebankrapan yang tinggi berbanding dengan negara lain iaitu puratanya 41 individu diisytiharkan bankrap setiap hari.

4 bandar raya Jepun paling mahal untuk ekspatriat

SINGAPURA: Warga asing yang menetap di Jepun terpaksa mengeluarkan belanja paling tinggi berbanding bandar raya lain di Asia, ekoran kenaikan ketara mata wang yen.

Kaji selidik terbaru ECA International menunjukkan, bandar raya Jepun menguasai empat kedudukan tertinggi sebagai lokasi paling mahal di Asia, membabitkan Tokyo, Nagoya, Yokohama dan Kobe.

Firma itu semalam menyatakan, Tokyo turut berada di kedudukan teratas dalam senarai lokasi paling mahal di dunia untuk warga asing.

Kajian dijalankan pada September lalu.

Yen meningkat kira-kira 20 peratus berbanding dolar dalam tempoh 12 bulan lalu dan warga asing yang dibayar gaji dalam mata wang Amerika Syarikat itu mengalami kesan ketara.

Pengarah serantau ECA International, Lee Quane, berkata keadaan itu bukan disebabkan harga barangan di Jepun meningkat.

“Harga di pasaran Jepun masih terkawal,” katanya. Menurut Quane, walaupun Jepun dilanda tsunami dan memberi impak kepada rangkaian bekalan barangan keperluan, kesannya terhadap harga barangan harian di pasar raya kecil.

“Pekerja warga asing yang dibayar gaji dengan yen tidak begitu terasa berbanding mereka yang menerima dolar,” katanya.

Goalkeeper Khairul’s brother passes away due to denggue fever

HAPPINESS seems to be evading Malaysian goalkeeper Khairul Fahmi Che Mat lately.

Shortly after he recovered from the controversy over the circulation of his purported photographs with a female friend, he received news of his 16-year-old brother's death on Monday, Harian Metro reported.

Mohd Amirul Izat, who had been admitted to Hospital Universiti Sains Malaysia in Kubang Kerian since Nov 10, was suspected to have dengue fever and was unconscious for about 23 days before he passed away. He was buried at the Kampung Pohon Tanjung Muslim cemetery.

Khairul, who received the news while he was in the midst of a training session in Kuala Lumpur, rushed home for the funeral.

He said the last time he met Mohd Amirul was during Hari Raya Aidiladha.

In one case, a man drank poison after his engagement fell through a few days before his wedding. However, he was rushed to Hospital Putrajaya and was saved.

This is an example of cases referred to JPA's Psychology Department before they are forwarded to the Public Service Colleague Guidance Group (Akrab) for counselling.

National Akrab president Abdul Latif Ibrahim said on Monday that relationship problems in the family should not be taken lightly.

“It is easy for us to say that we should not bring family matters into the workplace, but it is difficult to practise this in reality.”

Penang Hill railway service to stop for annual inspection and maintenance

GEORGE TOWN: The Penang Hill railway service will be suspended for seven days, starting Jan 9, for inspection and maintenance purposes.

Penang Hill Corporation marketing and promotion division manager Anne Goh said the railway operation would resume after the annual maintenance work being held.

"Visitors may choose to use alternative routes, either by a jeep ride to the top from the Botanical Gardens or using the existing trail to trek up the hill," she said in a statement, here, Wednesday.

Members of the public can visit the website www.penanghill.gov.my to check the schedule and any development on the train service.

Bull elephant kills Australian woman tourist in Borneo

KOTA KINABALU: An Australian woman tourist taking pictures was gored to death by a bull elephant in Sabah's east coast Tabin Wildlife Reserve.

Jenna OGrady Donley, 26, a Sydney-based veterinarian, was attacked by the elephant, which was apparently startled by the sounds of the camera's shutter and flash, in the 6.30am incident on Wednesday

Witnesses claimed that she could not flee in time as the elephant suddenly charged at her while her woman companion and guide escaped in the attack at this 123,00ha wildlife reserve about 100km from Lahad Datu town.

State Wildlife Department director Dr Laurentius Ambu said the women and their guide had gone to a nearby mud volcano and decided to take the wildlife trail on their way back to the resort.

Ambu said the group had gone off the trail to snap photographs of the wild elephant, which he suspected was a single bull.

Single bull elephants normally isolate themselves and their behaviour is difficult to predict and often dangerous, he said, adding people should keep their distance from such elephants or any wildlife for that matter.

Ambu learned that the women had stopped about 10m from the animal and started clicking away their cameras.

This might have provoked the elephant which suddenly turned around and charged at them, he said, adding the others escaped but the woman could not as she was the closest to the animal.

He said police are investigating the matter, adding the woman's remains have been sent to the Lahad Datu hospital for an autopsy.

Treasury explains how to apply for RM500 cash aid

KUALA LUMPUR: A man or a woman, who is the head of a family whose monthly household income is RM3,000 and below, can apply for the one-off RM500 cash aid from the government to be paid next month, the Finance Ministry said on Wednesday.

This covers married individuals; single mothers and single fathers with dependents; bachelors and spinsters with dependents; senior citizens (aged 60 and above) living alone, said Second Finance Minister Datuk Seri Ahmad Husni Hanadzlah in a statement.

He said every married children whose gross household income was RM3,000 and below but living together with the parents is counted as a separate household.

"The household gross income refers to the husband's salary, wife's salary and salaries of dependents who are still single," he said, adding that only the household head is eligible to apply for the aid.

Ahmad Husni said the ministry has opened an operations room for the hotline 1-800-222-500 to begin service from Wednesday to facilitate the public to clear their doubts on the cash aid.

The hotline will be in service on every working day from 9am to 5pm. The month-long cash aid applicants' registration will start on Dec 10.

Free application forms are available at federal development departments, information department offices, inland revenue board service centres and branch offices and local newspapers.

Completed forms attached with a photostate identity card and salary slip must be submitted to the above stated offices, he said.

Ahmad Husni said the ministry's part-time staffers will also register applicants at selected schools and community halls to ensure a smooth payout.

He said the government has engaged 2,000 part-timers to assist in the registration exercise nationwide.

Successful applicants will be notified by letter and payment will be made from mid-January, he added.
